 NGWA's Government Affairs Department works to:
  • Assure that federal policymaking that impacts upon the use, management, protection, and/or remediation of groundwater is consistent with generally accepted scientific and technical understanding
  • Improve the business climate for the groundwater industry's profession
  • Reduce the federal regulatory burden upon the groundwater industry and related professions.

  • NGWA asked the Federal Motor Carrier Safety Administration to address problems in its regulations and enforcement approach that hinder compliance from responsible companies.
  • Managed aquifer recharge projects should be eligible for funding under a proposed Water Infrastructure Finance and Innovation Act pilot program. This recommendation was made in a January 23, 2013 letter from NGWA and other supporters to Senator Barbara Boxer (D-California), chair of the Senate Environment and Public Works Committee.

  • A congressional briefing hosted by NGWA and led by the U.S. Geological Survey spotlighted the importance of monitoring the nation’s groundwater levels and quality.

  • Developing scientifically based strategies for the sustainable use of the nation’s groundwater resources is essential to a growing population and to prepare for climate change, NGWA notes in comments to U.S. EPA’s Draft National Water Program Climate Change Strategy.
  • Jeff Williams, NGWA Government Affairs Committee chair and Board of Directors member, appeared with Senator Bernie Sanders (I-VT) at a news conference promoting the benefits of geothermal heat pumps.
  • NGWA releases its latest Washington Update (April 2012).
  • NGWA calls for additional federal research on hydraulic fracturing.

  • NGWA stressed the importance of funding a national groundwater monitoring network in testimony to the House Interior Appropriations Subcommittee. While the nation’s people, food supply, economy, and ecosystems depend on groundwater, no systematic nationwide monitoring network is in place to measure what is currently available and how groundwater levels and quality may be changing over time.

  • NGWA was recognized by Congress for its efforts to raise awareness about groundwater — the source of nearly half of the nation’s water supply — and the importance of protecting this valuable resource.


Rep.McCollum.jpgU.S. Representative Betty McCollum (D-Minnesota) received the 2012 Groundwater Protector Award from NGWA. Upon receiving the award, she noted: “Looking ahead, Congress must continue to do everything possible to ensure our nation’s drinking water remains a safe and plentiful resource. I’m honored to receive this award. I look forward to continuing our work on protecting and preserving our national resources.”


  • The Association supports U.S. EPA’s proposed revisions to underground storage tank rules for their focus on preventing releases that negatively impact the environment. NGWA urges the agency to retain flexibility to require groundwater and vadose zone monitoring.
  • NGWA issued a press release January 31 on its new position paper, Hydraulic Fracturing: Meeting the Nation’s Energy Needs While Protecting Groundwater Resources, which focuses on principles for policymaking aimed at protecting groundwater in areas of the United States experiencing increased oil and gas development using hydraulic fracturing.
  • NGWA appreciates Representatives McCollum and Napolitano’s support for a National Ground Water Monitoring Network. The network is needed to provide basic information on the status and trends in the nation’s groundwater, the water source for nearly half the U.S. population and 42 percent of irrigated agriculture.
  • NGWA-supported geothermal heat pump legislation passed the Senate Energy and Natural Resources Committee on December 15, 2011.
  • NGWA calls on Congress to support twenty-first century groundwater infrastructure.
