The NGWA Ground Water Management Issues Forum taking place
in
Tahoe City, California, October 14-16, 2009 will focus on the most critical groundwater management issues facing all governments, and strategies to address them.
Ground water resources are under increasing stress in various parts of the world due to growth and changing weather patterns. Transboundary concerns between countries, states or provinces, and municipalities have impacted the ability to provide adequate water supplies. Historical tensions embodied by the debates between and among agricultural, development, and environmental entities continue to raise the stakes in meeting the demands made on aquifers by growing populations.
Policymakers and regulators are faced with increasing challenges on providing adequate groundwater, supplies to water-challenged areas experiencing growing populations. Industry, agriculture, and groundwater professionals are primary stakeholders in how groundwater resources are sustained, used, and maintained.
This conference will provide a forum for policymakers, regulators, industry, and groundwater professionals to assess the state of groundwater management on local, national, and international levels, and share tools and information to ensure adequate supplies for all.
The interactive format is being designed to accommodate both individual platform presentations and panel discussions, and to facilitate intense discussions between and among participants.
By attending the forum, you will learn:
- How the same doctrine can facilitate different outcomes
- The impact of legal challenges and resulting unintended consequences
- What tools are currently available and how to use them in managing groundwater effectively
- Skills in working with stakeholders
- What strategies worked and what didn't.

Call for abstracts
NGWA is seeking submissions that accommodate platform or panel participation for this conference. Following the review process, accepted submissions will be scheduled to present in the program. Submissions are due by 11:59 p.m. ET, July 13, 2009 and are limited to 300 words in length.
Submissions will be accepted for these topic areas:
- Riparian and prior appropriation doctrines: Impact to water management
- Legal challenges: How did the rulings affect the ultimate outcome?
- Balancing competing needs: agriculture and energy
- Crafting management strategies integrating climate change and natural and man-made disasters
- Governmental challenges: International, state or provincial, and municipal/local entities
- Success stories and plans gone awry (what worked and what didn't)
- Working with stakeholders
- The best tools: Advantages and limitations.
