While U.S. residents, in aggregate, pay very little for water and sewer — around one percent of household income — water rates have been consistently rising over the last decade. Further, rates vary significantly by place.
Multivariate regression analysis of census data to compare the self-reported cost of water and sewer across counties in Michigan reveals not only tremendous disparity in reported expenditure, but also a higher reported cost of water and sewer associated most strongly with the percentage of minority racial status by place.
