August 8, 2025

Former Washington, D.C., lobbyist Keith Kirk passed away on July 22. He was 61.

Kirk briefly represented NGWA when he was working for lobbying firms in the Washington, D.C., area.

During his time with NGWA, Kirk was a part of the Association’s first Groundwater Legislative Conference which took place March 10-11, 1998. A total of 50 industry representatives attended the event, listened to presentations, and had 80 meetings with congressional members and their staffs. They used talking points made by Kirk and the lobbying firm stressing the importance of a level playing field between household water well systems and federally subsidized long-pipe community water systems.
